It is not used to unlock the Space Goat mutator. Go to the device. It is a fan, with 3 power rings. Then the screen says a power ring is missing. The missing power ring is on top of the shipping container in the alley with a car battery inside it (the car battery is removed though). Lick it, and bring it back to the device. Then you go to the UFO (by the Residential Area), and lick the alien. Then bring it to the device, and you'll not unlock Space Goat.
