The Flapmaster is a Steam achievement.
Go to the second floor of Coffee Stain Studios and approach the TV to play Flappy Goat. See that page for details on how to play. For console it will be in the Cabrito Park next to the Ferris wheel as well as on the TV.
Unfortunately, there are no "tricks," just practice until you can pull it off. Flappy Goat is a very unforgiving game, and this is one of the most difficult achievements to obtain.
